Thomas F. Garner serves as Executive Vice President and Regional Manager for Fidelity National Title Group. He is responsible for the creation, development and sustainable success of the NCS operation throughout Texas and the Southwest. Tom places a strong emphasis on “out of the box” marketing strategies and has been instrumental in recruiting and retaining personnel. He believes employees must be recognized for their contributions and constantly be given the opportunity for advancement.

Tom has been involved with title insurance, with a focus on commercial product types since 1988. He began his career in the title insurance industry as a marketing representative, and is now a member of the Executive Management Team of the Fidelity group of companies (FNTG) successfully building and managing commercial title operations throughout the country.

The relationship with the customer should run so deep within the organization that they become business partners, not merely customers.


Tom is a nationally-recognized expert in the field of title insurance, and is regularly contacted by the business media for information and direction in developing stories involving the economy, the commercial real estate market, and the title insurance industry. He has been an author for national real estate publications and lecturer at national real estate events. Tom has served on numerous boards, including the Dallas Real Estate Council. He was named one of the “500 Most Influential Business Leaders in Dallas/Ft. Worth” in 2015, 2016, 2017. Tom has served on multiple committees for Texas Real Estate Council.

An Oklahoma native, Tom graduated from the University of Oklahoma with a B.B.A. degree in 1980. He has served on the board of the American Cancer Society. In 2009, he served as president of the prestigious Royal Oaks Country Club of Dallas. Tom is active in church and other faith based organizations.
