Kelly serves as Commercial Counsel with Chicago Title’s Dallas NCS underwriting team. With extensive experience in title examination, underwriting, and closing of commercial real estate transactions, he brings a strong technical background to complex multi‑site and multi‑state deals. His areas of expertise span numerous commercial sectors, including land, corporate transactions, healthcare, hospitality, multifamily, new construction, industrial, energy, and retail.
Kelly’s background includes roles with multiple national title underwriters and experience in government, appellate courts, and corporate legal environments. He is known for his thorough, solutions‑oriented approach to underwriting and his commitment to client service.

Kelly holds a bachelor of science degree and also obtained his master’s degree from University of Houston. Kelly served in the United States Army specifically in US Armed Forces Command (FORSCOM) located in Atlanta, Georgia plus 2nd Infantry Division in South Korea.
